Senior Project Manager

Dr. Kenneth Koop brings over 38 years of distinguished military and state service experience, serving as a subject-matter expert in operations management, organizational structure, command and control (C2) procedures, base camp and installation management, and hazardous materials oversight.

Dr. Koop’s career includes a progression of leadership roles within the State of California, culminating in his appointment as Chief of Staff. He began his state service as a hazardous materials manager, where he developed and implemented critical response protocols and environmental safety policies that continue to inform state operations today.

A retired U.S. Army Colonel and decorated combat veteran, Dr. Koop’s military tenure spans humanitarian assistance operations, civil support, peacekeeping, and combat missions, including deployments to Afghanistan. He has conducted international capacity-building efforts with partners in Europe and Asia and has played pivotal roles in emergency response to fires, floods, and civil disturbances across the U.S. as part of the Army National Guard.

Dr. Koop holds a Doctorate in Educational Leadership from St. Mary’s College of California, a Master of Business for Veterans from the University of Southern California, and a Bachelor of Science in Chemical Engineering from the University of California, Davis. He also earned a Certificate in Hazardous Materials Management from UC Berkeley Extension and is a graduate of the U.S. Army Command and General Staff College.
